If you are interested in frameworks for thinking αbout/evaluating the use of ICT in education (including eLearning) then you may find the following links of interest:

* Twining (2002) Enhancing the Impact of Investments in 'Educational' ICT - available from http://kn.open.ac.uk/public/document.cfm?documentid=2515

Chapter 4 provides a description of some different types of frameworks and outlines some criteria for evaluating 'ICT frameworks' - Chapter 8 explores some additional frameworks - Appendix R outlines the development of The Computer Practice Framework (CPF) - see versions 11 and 12 in particular.

You might also find the dICTatEd website of interest (http://www.med8.info/dictated/) - whilst not specifically about
frameworks for evaluating ICT it does look at rationales for using ICT in education - some dissappointing findings I would suggest!
